The Phase 3 portion of the West Sacramento
River Walk greenway provides a critical quarter-mile long
extension along the Sacramento, integrates a landmark high
rise office building into the greenway, reaches out into the
surrounding neighborhoods, and sets the foundation for bringing
Southern Pacific Railroad on-board as a partner. The gerrymandered
3-acre parcel also reflected the partnering challenges among
permitting agencies, adjacent property owners (willing and
reluctant), focused railroad partners, and almost all City
departments, intertwined with the larger issues of levee stabilization
and public access.
Senior Callander Associates' staff collaborated with City
management and design staff to resolve all design and permitting
issues with a variety of "work arounds" to accommodate
various grant programs, permits, added design components requiring
unanticipated sub consultants, perceived program conflicts
with adjacent owners, and the political realities of an anxious
Council and public.
