Access and conservation easements have
a life of their own when it actually comes to "perfecting"
them. In the case of these five very different coast sites,
the County of San Mateo was pressed to accommodate an impending
deadline for the expiration of offers to dedicate (OTD). The
OTD's would provide vertical and/or lateral easements for
public access to the shoreline from the nearest public right
of way. In collaboration with the County of San Mateo, the
Coastal Commission, the Coastal Conservancy, adjacent property
owners, and other interested parties on the Coastside; Callander
Associates provided comprehensive analysis of all five sites.
This analysis included preparation of topographic surveys,
plotting of easements, preparation of conceptual plans with
improvements at each, and implementation cost estimates. Cultural
resources were also documented. Integral to the planning process
was a limited, but targeted public participation process.
Results of the entire planning process were compiled and simply
outlined in a report entitled Coastal Access Improvement
Plan, Five Coastal Sites.
One of the most interesting aspects of this planning effort
was to properly assess five distinctly unique sites. The diversity
of the sites ranged from 0.3 to 14 acres. Two sites were located
on a remote area of the south San Mateo Coastline, near Pescadero,
and three were located in more urban areas of Moss Beach and
Princeton. |
