As a direct result of the work done on the Feasibility Report
for Sutter’s Landing Park, Callander Associates were
hired by the City to develop Phase 1 of the master planned
improvements for Sutter’s Landing Park. The park’s
design is based on the ideas of reclamation, sustainability
and use of recycled products. Fitting for a former landfill
site.
In conjunction with City staff, Callander Associates coordinated
with and reviewed the proposed improvements with the California
Integrated Waste Management Board (CIWMB), Central Valley
Regional Water Quality Control Board (RWQCB), and the Sacramento
Local Enforcement Agency (LEA). Since the project was built
on the old 28th Street landfill, the regulators had specific
requirements for improvements on top of the landfill. Geosynthetic
clay liners and a subsurface drainage system were designed
under the proposed improvements to keep water from entering
the landfill debris. Settlement models were prepared by Treadwell
and Rollo Geotechnical Consultants to determine potential
landfill debris settlement. Footings and foundations were
designed based on the models. Methane gas monitoring was required
to detect concentrated levels of the landfill gas that can
get trapped in a building.
Phase 1 improvements include a 3 acre dog park, basketball
courts, bocce ball courts, river access trail, a restroom
and parking lot improvements.
